  2. aside for development towards self-government
  3. by black Africans in accordance with 
  4. apartheid. Before 1980 these areas were known
  5. as black homelands or bantustans. They make
  6. up less than 14% of the country and tend to
  7. be in arid areas (though some have mineral
  8. wealth), and may be in scattered blocks.
  9. Those that have so far achieved nominal 
  10. independence are Transkei 1976, 
  11. Bophuthatswana 1977, Venda 1979, and
  12. Ciskei 1981. They are not recognized outside
  13. South Africa because of their racial basis.
  14. 11 million blacks live permanently in the
  15. country's white-designated areas.
